HEALTH, SAFETY & ENVIRONMENT POLICY
HARCON Petroleum & Energy Company Limited considers Health, Safety, and respect
for the Environment and Safeguarding of Assets are essential to efficient operations and the
welfare of our employees, clients, contractors and other Stakeholders.
HARCON Petroleum & Energy Company Limited are committed to having a HSE
Management System in place which recognises the fact that safe operations depend not only
on technically sound facilities and equipment but also on competent personnel and a proactive
HSE culture.
It is HARCON Petroleum & Energy Company Limited policy to:
- Comply with all legal requirements, international standards and clients’ policies.
- Operate in manner that the Health and Safety of employees are not compromised and that of Third party and Environment that may be affected are safeguarded.
- Ensure that security of the Employees and Third Party throughout the duration of any project and service deliveries are protected and that of the company’s properties.
- Ensure that employees, contractors and stakeholders are aware of and trained on our HSE requirements and abide by them while working with them to comply.
- Strive to minimize the environmental impact of all our operations, to identify and minimize risks and to prepare to take appropriate actions should an incident occur.
- Pursue continuous improvement in the measures taken to protect the Health, Safety and Environment of those who may be affected by our operation activities and service delivery.
- Set and monitor measurable HSE performance indicators that are part of our business plan, analyze and report deficiencies or strengths as part of our HSE scoreboard.
- Promote community relations with the host communities in which we work and do business.
- Observe our clients and stakeholders HSE rules and regulations and ensure that the Clients’ HSE objectives are achieved.
- Recognize and reward those who contribute to improved HSE performance. With the continuous dedication of all personnel, we will achieve these objectives.
ENVIRONMENTAL POLICY
This Environmental policy is the foundation of the company's commitment to sound
environmental performance. Maintaining the quality of the environment is a high priority
within HARCON Petroleum & Energy Company Limited. We are committed to
safeguarding the environment and the prevention of pollution through the implementation of
an effective Environmental Management System (EMS).
It is our policy to:
- Execute our activities in compliance with local and international environmental laws and regulations.
- Enhance proper water and sewage treatments and maintenance through measures that encourage minimization, recycling and the reuse of processed waste.
- Set Objectives, Targets and Performance standards that promote continual improvement in environmental management systems, performance and the prevention of pollution.
- Systematically evaluate the environmental impact of our activities on the physical/socioeconomic aspects of our operations and the development/ implementation of appropriate mitigating measures.
- Encourage individual responsibility for acceptable environmental performance as well as the provision of adequate resources and training programmes for our employees and contractors to meet these standards
- Co-operate with federal, state and local government, as well as relevant stakeholders in sharing/analyzing emerging environmental issues.
- Furthermore, to find practical solutions to environmental problems by developing costeffective, scientifically-based environmental practices.
- Endeavour to manage natural resources in a responsible way, to preserve bio-diversity for future generations and promote sustainable development of our communities.
With the continuous dedication of all personnel, we will achieve these objectives.
PERSONAL PROTECTIVE EQUIPMENT (PPE) POLICY
It is a policy to provide quality Personal Protective Equipment to all workers
according to their need. It is the duty of every worker to make use of what is
provided.
Central in the provision, shall be viable machinery for educating workers on the
importance of the PPE and adequate usage.
Supervisors shall educate new staff on the importance of PPE to accident
prevention during induction and tool box talk.
Safety supervisors shall also induct workers on how to use the provided PPE
efficiently.
ACCORDINGLY:
- All workers on site shall be made to wear their individual protective equipment at work sites.
- No worker shall be allowed to stay or work on site without a complete and appropriate PPE gear.
- Adequate arrangements shall be made to stock the materials on site against emergencies and to keep records of such stock as available, including requisition records.
SECURITY MANAGEMENT POLICY
This mission of HARCON Petroleum & Energy Company Limited is to do
the business of secured HSE Management, EPC, Fabrications and specialized
energy projects, engineering and procurement management, fabrication and
installation, construction and commissioning, maintenance as well as general
services under the laws of the Federal Republic of Nigeria.
However, in achieving this mission, the following two conditions must be
fulfilled:
- Ensuring the security of personnel.
- Ensuring the safety of the company's facilities and assets.
The potential risk in our environment are high. Therefore, our companies,
together with our contractors and employees, are committed to providing a secure
working environment by protecting ourselves, our assets, and our operations
against risk of injury, loss or damage from criminals, hostile or malicious acts.
In line with HARCON Petroleum & Energy Company Limited policies and
directives:
- We ensure that security policies, procedures and criteria are fully designed and updated; and the means fully available to ensure security and protection for all in our business activities and all times within our company’s facilities.
- It is a duty for everybody to take advantage of these means, and to conduct themselves in a manner that would not compromise their security, the company and other people's security.
- Security, like safety, is everybody's business.
These rules guide the
implementation of this policy.
NIGERIAN CONTENT POLICY
HARCON PETROLEUM & ENERGY COMPANY LIMITED maintains a local / Nigerian content
policy aimed at:
- Encouraging the transfer of knowledge/technology and local content development that relies as much as possible on deployment of local (Nigerian) manpower, with a view to ensuring that more Nigerians can aspire to senior management and technical positions.
- Executing all projects in-country when practicable.
- Identifying and implementing technology transfer/training for Nigerian personnel at the facilities of accredited private and government bodies in line with regulations in our industry for re- fresher or in-depth technical training.
- Deploying state-of-the-art technology and modules for efficient service delivery.
- Co-operating with clients, government, partners and other indigenous organizations to promote local content.
- Training of Nigerian employees and local content developments.
- Attending and participating at seminars, workshops, conferences, and presentations organized by international and indigenous organizations, relevant to the development of local content.
- Protecting the environment, and respect for human and social rights of employees and contribution to local economic development.
- Facilitating the development of Nigerian content, through collaboration with other indigenous Nigerian companies to deliver training on advanced Ports Operations, and Transportation.
- Working closely with local communities to successfully deliver projects.
- Providing community related projects and youth development in the local communities where we work.
The implementation of this policy is the responsibility of all HARCON PETROLEUM & ENERGY
COMPANY LIMITED employees including senior management.
